I have an E30 roll bar for sale. It will fit M3s no problem. This was a custom made by a NJBMWCCA member. I can assure you this bar will pass your track day inspection. The previous owner had it in his track car and pass the tech inspection with no problem.
The rollbar comes with all the necessary hardware.
