Is it possible to get 262 BHP from a 2.3 S14 like the car in this classified claims to have?

you should ask him for more information what is done on that engine.
The last 2.3 DTM cars had ~300hp

Agree about the intake. Why not just go with one of the CF airbox variations?

Agree, fairly easy target.
Not necessarily cheap, but easily doable.

Yes, very doable. More air/fuel crammed into the engine will give more power. Alpha N, CF DTM intake, 292 or hotter cams, larger injectors, ported head, good exhaust and proper tuning will get you there.
