Where exactly is the proper location for the emissions decal??? Looking at photos some seem to be on the shock tower and others on the door jamb. Specifically on california based cars if it matters.

I've seen them on the shock tower for some cars and just below the shock tower as shown in the attached photo.

It depends on the year of the car. Mine is an '89 and the black sticker came from the factory on the strut tower as shown. I've seen white ones on the fender as you point out. I'm not sure if the earlier cars or the later ones had white/fender stickers - I can only speak to my '89. I've never seen one on the door jamb unless perhaps the car was imported/federalized.
